KAK-KPK Asina MoU Hodi Embuskada Korruptor Sira

Dili, Tempo Semanal - Authorities in Dili Timor-Leste confirmed with Tempo Semanal that the National Police of Timor-Leste and authorities at Nicolau Lobato International Airport had arrested a foreigner of Portuguese nationality, on Saturday, October 18, 2014.

 

According to the National Police Operational Commander, Armando Monteiro, after arresting the suspect on suspicion of being involved in money laundering as he allegedly sent over US$800,000,- from his accounts in Timor-Leste to accounts held abroad shortly before looking to depart the country. Monteiro stated that the police immediately conducted an investigation and handed over all the necessary documents to Public Prosecutor. 

 

"The authority also seised two container belongs to the suspects and his family including removed important documents from the suspect family. In the Airport we also found with the suspect some cash and three credit card", said a PNTL officer to Tempo Semanal.

 

Armando Monteiro further informed that the foreigner was prevented from leaving the country. “He attempted to leave the country, on Saturday noon…and we prevented it from happening, at the airport,” said Monteiro.

 

Judicial authorities confirmed with Tempo Semanal that the suspect, named Tiago Guerra , has faced a first hearing at the Dili District Court. “The suspect is accused of being involved in money laundering, therefore, the court has conducted its first hearing and currently the suspect is being held in pre-trial detention at Becora Prison, Dili. 

 

A reliable source informed Tempo Semanal that the suspect previously worked for major firms in Dili including Timor Telecom and Digicel. A firm owned by the suspect is currently having a contract with an international agency called IFC or International Finance Corporation, part of the Worldbank Group.  The suspects Linkedin profile  is clear about his connections with these firms.

 

Questions remain about how this person came to be in possession of a large amount of cash, why it was being taken out of the country, who was the suspect working with or working for as part of the money laundering activity if indeed that is what was happening.  While the suspect is a foreigner, which Timorese, if any are involved in the criminal activity.

 

Prison sources have told Tempo Semanal that the suspect is in a solitary confinement room for the last 4 days and has not been allowed to have visits from his family. But visitors from the Worldbank, the Portuguese Ambassador as well as lawyers have been allowed to visit. Members of the suspects family have also been prevented from leaving Timor-Leste, and the police have stopped two containers belong to the suspect from being sent to Maucau.

 

Tempo Semanal’s sources at PNTL informed this newspaper that prior to his departure to Surabaya, Indonesia, on early October, Prime Minister Xanana Gusmao held an urgent and a closed meeting with PNTL High Command to discuss the issue of this suspects involvement in money laundering. 

As stated in Article No. 313 of Timor-Leste’s Penal Code, money laundering crimes face prison terms of 4 to 12 years in incarceration.

Dili, Tempo Semanal – on October 24, 2014, the 51 parliamentarians present in the plenary voted unanimously in favor of a resolution to condemn all the activities of all the media in Timor Leste , because the print media Timor Post, which one of its owner in the Vice President of the National Parliament, published an article related to the sensational from the Liputan 6 SCTV, which misinterpreted the speech of the PM Kay Rala Xanana Gusmao. 

 

According to the online media Lensa Indonesia on the 07/10/2014 it stated that the Prime Minister of Timor Leste wanted to take Timor Leste back to be together with Indonesia and in the following day Liputan 6 SCTV reported similar news. Later on the 09/10/2014 print media Timor Post published in its international pages the news reported on Liputan 6 SCTV.

 

This project resolution was subscribed by the leaders of four benches, in the National Parliament Plenary; CNRT, FRETILIN, PD and FRENTE MUDANCA. 

 

Parliament Member and leader of FRETILIN bench, Aniceto Guterres, did not mention the name of the newspaper that publish the sensational news, but spoke harshly and condemned all media in Timor Leste even though only Timor Post had published the news from Liputan 6 Petang SCTV on the 09/10/2014.

 

“ As per the heading of this project resolution also as per already written, it is to condemn the publication of the news that in last the last week appeared in the Indonesian and Timor newspapers. After we follow it and realized that that news is false. False and its context it self, in the first page, you can see in the last paragraph of the first page we say here that not only it is false but also breaks the dignity of Timor Leste as an Independent and Sovereign and Unitary State.  This article is also an attempt against the honor and image of the good name of the Prime Minister.  We are not saying this because Kay Rala Xanana Gusmao, here the Prime Minister is an organ of the Sovereignty and news like this can successively can discredit our sovereignty organ, stimulate negative tendencies, integrationist tendencies in thinking that one day Timor will return to Indonesia”, intervention of Aniceto Guterres, President of the opposition bench.

 

He reminded: “The National Parliament laments, honorable members, here today, during two consecutive weeks, individual members have made statements, all showed that every one lamented this situation, lamented this news. They also lamented that the Timorese journalist just want sensation, make this news only to make sensation simply to sell more papers but without care to first confirm the news”. 

 

“That is why, Mr. President, we the leaders of the Parliament Benches, subscribe to this resolution to resolve this situation, as per stated here… there are 5 points starting from page 2 to page 3. First the Parliament decided that we condemn this. Because this news is false and manifests’ abuse of freedom of press and disrespects basic duties of the ideology of the profession as a journalist” he stated. 

 

“The National Parliament also appeals to the Timorese journalists, specially to the Timorese journalists, and we don’t mentioned here Indonesian journalists because in point 5 we register and thank the Indonesian Government for their immediate reaction with the Indonesian media and print media who have already apologized for their mistake and that is why this is an appeal mainly for the Timorese journalists to ask them to respect basic duties of their profession as journalists and if there is any news it must be carefully informed with graciousness for these kind of information so that it can have respect and consideration for people and defends the sovereignty and dignity of the state. And also defends public interests and democratic order. These are the important points we propose so that this Parliament can solve with this resolution. Mr. President it is important to highlight here that the relations between Timor Leste and Indonesia continue to be good”, said Parliamentarian Aniceto. 

 

The statement from the opposition bench was the second and stronger than that of the President of CNRT bench Dr. Natalino dos  Santos

 

 

“The objectives of the resolutions made are what my college the President of FRETILIN bench said today. However these are the decisions of all the leaders of all the benches, to see that this resolution came about because of the media publication that has been of concern to the National Parliament, specially the members. However not only the national Parliament but this news made the citizens panic with news broadcasted in the media. So the objective of this resolution is to warn the media that the impact of tendentious information can destabilize the nation so it needs to be confirmed before it can be published”, said Parliamentarian Natalino loudly. 

 

According to media observation on the 09/10/2014, Timor Leste, through the media Rakyat Merdeka Online, made known its strong position in regards to the sensational publication of the Liputan 6 SCTV and Lensa Indonesia before any clarification on the part of the TL and Indonesian governments but the irony is that the representative of the people in the National Parliament were still not happy and continued to condemn the TL media. 

 

“ I was very sad when I heard the information… the Government of Timor-Leste or the State of Timor-Leste checked with Indonesia, Indonesia immediately denied and immediately published information stating the information published by the Indonesian media was incorrect and false. However one of our Timor media had copied and pasted that very same information and it went to the whole of the territory and until today it has not made any ratification of the wrong publication. That is the reason for this resolution to warn the media that this kind of information before been published or copied it must first be checked and confirmed”. 

 

“Because we see that, if now Xanana Gusmao, who is the Prime Minister of a sovereign organ, the media is publishing information about him like this, we are afraid that if we don’t take a resolution now to warn them now, I feel that one day this nation will be just up to the media to rule. And they will just take any kind of information without any objective, without care for dignity, or for the sovereignty of the state, but because they are business orientated and want people to buy it quickly so then they make up a head line and put it there to make our news paper worthy”. 

 

“That’s why we are taking this decision to present the resolution to warn specially the national media. For us, we don’t have anything with the Indonesian media because they have clarified that the news broadcasted by the national Indonesian media was wrong. However Timor-Leste’s media, especially Timor Leste’s national media up until now is yet to confirm. That is the reason for this resolution to warn the media of before they make and publish any information. That is why we ask for this resolution to be approved as an example to teach and educate our Timorese citizens to respect the rights of individuals and more so a sovereign right to which we must hold on to, we must hold it high so that we don’t lose this sovereign right again. Because to build this nation we lost many people, many people died, and suffered for this country. And never this country and a leader like Kay Rala Xanana Gusmao would declare that this nation would go back to what it was.  That is why we want to ask for this resolution to be issued to warn the Timot Leste’s national news papers not to do it again in the future” he said. 

 

In this occasion the Members clearly showed that many of the representatives of the people in the National Parliament did not follow all the developments of the referred situation because to be correct it was 2 Indonesian media who publish this sensational news. The first media to publish the referred news was online media Lensa Indonezia then Liputan 6 Petang SCTV published it again.  SCTV Television has managed to apologize and have corrected their publication but the other media is yet to clarify and to apologize but the Parliamentarians are saying that all the Indonesian media have already apologized and that is why are into the Timor Leste’s national media.

 

“It is all because of article 40 and 41 where they have made here and there, without knowing if the situation was going to be good or bad, they stayed quiet. Even the Press Club also did not see the situation but the situation is serious. They felt that it was nothing to do with them.  The Indonesians themselves recognized their fault, they apologized and their vice Minister for Defense and Security immediately discredited the information. But in Timor, our media, Timor’s social media is quiet but the situation is dangerous and the people frightened. The Parliament questioned and they reacted to this issue” lamented Parliamentary Member Natalino. 

 

On the other hand although the President of Timor Leste’s Press Union (TLPU) had issued and statement before the RDTL and RI Governments stated their positions but Parliamentary Member for CNRT Natalino dos Santos and Member for Opposition Bench Estanislau da Silva continued to blame the referred journalists association and worst still these two representatives of the people are still using the old name of the Timor-Leste Press Club which has been changed long ago to TLPU (Timor Leste Press Union). Here it shows clearly that the representatives of the people in the National Parliament did not really followed the news broadcasted the Rakyat Merdeka Online to contest and clarify the sensational news from Liputan 6 Petang SCTV and Lensa Indonesia. 

 

“We have a Press Club, and this Press Club can’t just be for nothing, it has to see things like this. If not Press Club, we make speeches and what not, we form different organizations and much more but measures must be taken for issues of this nature as per the code of ethics”, sang Member Estanislau.

 

On the other hand the President of the PD bench carefully and quietly stated his opinion. “We don’t have much to add, we just second what our 2 colleges had already said and to explain once more that the National Parliament has decided to propose this Project resolution, and we hope that with this we can warn our national media to have a sense of responsibility when given information to the public.  This issue is very serious and what have been explained, and the Democratic Bench totally subscribes to and will vote in favor of this resolution” said Parliamentarian Lurdes Bessa, President of PD bench in the National Parliament. 

 

One the other side, the Vise President of the National Parliament, Adriano de Nascimento told journalists they demand that Timor Post recognizes their mistake even thought this paper only republished the article from Liputan 6 SCTV so that the public in Timor Leste could follow what the international media is saying about this country. 

 

“We also ask the Timor Post media to acknowledge. We ask the national media including Timor Post, since they may be wrong and say; we acknowledge that we have done wrong, and for this we apologize”, said Do Nascimento.  

 

He said in a mix question, “if you are just don’t say anything then the National Parliament asks and you don’t say anything…then for example at that time had Timor Post issued an acknowledgment that it was wrong like the Indonesians had done then it would have been no problems, the Parliament would have not taken a resolution. Only that all was quiet and we continued to question what are these people thinking?  What does Timor Post think? What do they think of the sovereignty of this nation”?.

 

The Vice President of the National Parliament (VPPN), Dr. Adriano said that this resolution should have been directed at the Timor Post who republished the sensational article from the Indonesian media. 

“Only mentioned the national media of Timor Post. Only that it was not written Timor Post but Timor media to stop this thing “kutipan” (quoting), one thing that is not right is this “kupit, kutip ne’e” (that quote and quote, and to stop this action this resolution was issued. This resolution is to avoid, to limit, to block this “kutip-kutip” quote-quote thing especially in issues of independence. More so to the leadership of Xanana that we “kutip lurus” quote directly” said Adriano. 

Even though at that moment part of the Timor Post media editorial stated their intention to help publish that sensational news from the Indonesian media this was not with intention but to help the public follow what the Indonesian media is writing about Timor-Leste but the Vice President of the National Parliament continued to say that they continue to condemn Timor {Post because it publish the referred article and up to date have yet to recognize their mistake and have not apologize to the public. 

 

“We condemn the Timor Post media for quoting without checking this, for not checking because the people over there have their own interests. They said that Xanana took Timor for to be integrated that is their (Indonesia’s) interest and we should not condemn Xanana instead. Xanana would never take Timor for integration again. He commanded this war; it would not be possible for him to take it back to Indonesia.  Yang tidak masuk akal sama sekali ne’e adalah medianya atau Jornalistanya”.

 

When continued to be questioned by journalists that if Timor Post had not publish the referred news article how would the Members have known about wrong news that have been published overseas about this country? The Vice President loudly said: There will not be a thanks (gratitude) giving to the media whom his relative is this Vice President of the NP. 

 

“All this modern things, that happens today anywhere in the world people know, in the internet people know, it is not Timor Post so there will be no gratitude giving to Timor Post, there is condemnation only. Timor Post did not scrutinized this thing,” Adriano said with a shaking voice. 

 

Timor Leste’s journalists have tried to find clarification for Lensa Indonesia but until now there is no reply.  The polemic of this sensational news also clearly shows the weakness on the part of the protocol and personnel and official media from the Office of the Prime Minister including journalists of TVTL who did not manage to record the interview Prime Minister Kay Rala Xanana Gusmao gave to the Indonesian media on the day of the anniversary of the TNI because they did not know how to access entrance to the ceremony.

The National Parliament used this opportunity to tie down the Timorese Journalists because according to Members for CNRT bench Arao Noel and Joaquim dos Santos immediately after the passing of media resolution 17/III they demanded that the Parliament make the confirmation of votes for the media law which the Court have declared some articles unconstitutional. 

 

“I think that with what happened here, after the resolution is approved I hope that we can start on the social media laws to protect similar situations. If not then media will use article 40 and 41 of the Constitution to talk about people as they please.  That is why I think we need it now, we must speed the approval of the social media laws”, said Member Arao Noel who is also a member of commission A.

A construção do Estado de Timor-Leste envolve um processo de desenvolvimento gradual mas, simultaneamente, tem semeado um rumo desigual nos vários aspetos da sociedade timorense: sociopolítico; e económico e administrativo. Este facto contribui, igualmente, para acentuar a dualidade de duas conceções: moderno e tradicional. Uma única sociedade tem espelhado duas vivências societais com um ritmo de mudança também ele desigual. Senão vejamos, um sistema democrático significa uma sociedade mais aberta e recetiva à mudança, e Timor-Leste não é exceção, pelo que ao longo destes doze anos evoluiu passo a passo de acordo com os indicadores sociais, tendo por isso registado uma mudança social notável, com sentido histórico e institucional. Ainda assim, é de ressaltar que a par desta mudança, também se criaram problemas ou discrepâncias entre os aspectos social e económico, nomeadamente tem se apostado em políticas de cariz social descurando a produtividade económica e administrativa. Temos, assim dizer, mudanças a nível social e político mas a nível económico e eficiência da administração pública está muito aquém das expetativas criadas e que por isso mesmo não tem acompanhado esse ritmo, o que pode, na ausência de contributos teóricos e ideias para formulação de políticas públicas, ter consequências negativas para o nosso país. Passo especificamente a enunciar - algo que já é do conhecimento da maioria dos timorenses mas que ainda assim, a sociedade civil teima em projetar a crítica desmedida e pouco contibutiva em termos práticos – a dualidade de duas sociedades, uma sociedade de consumo/Díli e uma sociedade tradicional/áreas rurais assente numa economia de subsistência.                       

Repare-se que as mudanças ocorrem a uma velocidade muito dinâmica na medida em que exercemos um sistema político democrático, assim como estamos na presença de um mundo globalizado e capitalista, pelo que a mudança social é catapultada por fatores económicos, culturais e políticos, graças à maior difusão dos meios de comunicação e informação e partilha de ideias por via do forte avanço tecnológico. Não quero com isto dizer que devemos seguir, escrupulosamente, a imagem do cenário internacional atual, mas sim construindo o nosso Estado de acordo com a nossa realidade, reajustando as nossas prioridades e atento a nossa história, cultura e identidade. No plano nacional,  é mais que sabido que o isolamento de um país não é saudável nem aceitável, dado que o plano internacional exerce, direta e indiretamente, influências positivas ou negativas, nomeadamente  a concorrência económica estrangeira, a maior interdependência entre os Estados na resolução de problemas e cooperação de cariz regional e internacional, sendo por isso evidente a necessidade de construção do nosso Estado com uma base sólida, bem edificada e unificada pela união nacional de todos os timorenses. A unidade nacional foi, é e será sempre uma boa “arma” na defesa do interesse nacional, primando por um padrão de valores e atitudes sempre na base do respeito, zelo, partilha, responsabilidade, trabalho e dedicação a uma nação alcançada com esse mesmo  teor. Devemos, para isso, consolidar a conscencialização nacional na defesa do interesse nacional contra qualquer interferência estrangeira, bem como exercer os objetivos delineados no Plano Estratégico de Desenvolvimento Nacional, dado tratar-se de dois ingredientes-chave para o desenvolvimento sustentável, coeso e equatitativo do Estado de Timor-Leste.

Para tal, é bem salientar que o sistema timorense em geral tem apresentado progressos, bem como ainda manifesta uma baixa capacidade de resposta aos problemas e necessidades de desenvolvimento, afetados pelo fraco sistema de gestão, fiscalização e controlo dos programas e projetos executados ou a executar. Melhor dizendo, terá a Administração Pública contribuído o suficiente para o processo de desenvolvimento do Estado? De facto, o nosso problema reside numa Administração Pública pouco dinâmica e produtiva, ainda que se tenha feito um forte investimento na capacitação dos recursos humanos. Demonstrando-se, assim, que as mudanças a nível social são processadas mais rapidamente em relação à assimilação da formação e capacitação técnicas e à promoção económica e organizacional do sistema administrativo.

Os estudantes do ensino secundário que, durante este mês, sofreram uma intoxição alimentar pela ingestão da merenda escolar, revela uma situação lamentável e deve ser encarada como uma questão preocupante e de consciencialização para todos nós, reforçando a urgente necessidade de atenção com as gerações futuras, ou seja, com o futuro de Timor-Leste. 

Uma outra situação que tem contribuído para a desigualde social, é a disparidade dos salários entre os timorenses e entre o nacional e o internacional, começando pelo baixo salário minímo nacional, o seu possível aumento pode representar o incentivo à produtividade, sendo para tal necessário uma melhor distribuição salarial, bem como promover estratégias económicas sustentáveis, de modo atenuar o elevado indíce  de dependência da taxa de importações, com vista a aumentar o poder de compra de muitas famíias timorenses. E a diferença salarial entre o nacional e o internacional acentua a conceção de dicotomia entre os dois conceitos, associados a (des) valorização e/ou  (in) capacitação de um em detrimento do outro, que aliás tem sido perpetuada ao longo da história. 

Por outras palavras, é fundamental o reconhecimento da interdependência entre as políticas sociais e as políticas económicas, sendo que é aconselhável que percorram o mesmo ritmo de mudança, de modo a proporcionar um melhor equilíbrio entre as receitas e despesas do orçamento de Estado. Garantindo-se, igualmente, a balança comercial equilibrada através do investimento na economia e criação de emprego . 

Não quero transmitir aqui, uma ideia pessimista, muito antes pelo contrário, trata-se de uma interpretação realista, ao louvar os progressos que a nossa nação tem alcançado, pelo que é, igualmente, relevante identificar e avaliar os problemas que Timor-Leste ainda enfrenta para a promoção do seu desenvolvimento. E a luta continua!

NZ - TL Signed Partner Fish Farming Agreement

Dili, Tempo Semanal - According to a press release from the New Zealand Embassy in Dili, the agreements that were signed between New Zealand (NZ) and Timor-Leste (TL) representatives on Tuesday (16/10) during World Food Day aims to improve nutrition and reduce poverty through fish farming. 

 

The US $4 million initiative brings together the Timor-Leste Ministry of Agriculture and the New Zealand Aid Programme.

 

Together they will work to develop the Timor-Leste aquaculture (fish farming) industry, carry out training, improve planning, develop feed supply systems and help to connect fish growers to markets.

 

The agreements acknowledge the role that aquaculture plays in providing healthy food and increasing income for farmers.

 

Minister of Agriculture and Fisheries Mariano Assanami Sabino outlined the importance of partnerships in order to eradicate hunger and malnutrition in Timor-Leste

 

”We want to end food insecurity, malnutrition and poverty in this country. We can no longer afford to have families, women and children confronted with hunger”, said Mariano Assanami Sabino, East Timor Minister of Agriculture and Fisheries. 

 

New Zealand Ambassador Jonathan Schwass said the project was about feeding people and also building the economy through the growth of the private sector. 

 

“In the next four years we want to see 200 small aquaculture businesses established and 600 jobs created”, Jonathan Schwass said.

 

 “Most will be in the districts. Each one of these businesses and jobs will contribute to the sustainable development of Timor-Leste”, the Ambassador added.

 

The aquaculture agreements support the Timor-Leste National Aquaculture Development Strategy, which aims to increase per capita consumption of fish from 6-15kg by 2020. Most of the Timorese populalation reside outside of the capital, Dili.

 

The five-year project will be delivered by New Zealand’s National Institute of Water and Atmospheric Research Ltd (NIWA).  

 

The Government of East Timor dismissed the recently Global Hunger Index (GHI) report which placed East Timor among the top four in its hunger index.

Spokesperson for the Timorese Government Mr. Agio Pereira was quoted as saying “ the GHI is not accurately representing what is happening in East Timor”.
