by the founder of Humans of Dili, a Facebook page that posts daily photos and stories of ordinary people in Dili and Timor-Leste. Humans of Dili has over 2000 fans and has shared the stories of more than 250 people since March 2014.  


Street vendors of Dili are a beloved part of Dili‘s landscape as much as the towering statue of Cristo Rei, the palatial Palacio Governo, or the palm trees lining the main road of Pantai Kelapa. 


But recently the tiga roda (three wheel) carts, coconut, fish, and petrol sellers, as well as the wooden artefact carvers have almost completely disappeared from the streets of Dili. 


A number of vegetable markets are also gone. The well-stocked one that used to sell Timor grown vegetables next to the fruit market and opposite Lita Supermarket has vanished. What used to be a one-stop hub for groceries, fruit and vegetables is now a thing of the past. 


Vegetable growers in the remote parts of Timor-Leste will now find it even more difficult to connect their products with buyers while the imported vegetables in Lita have a little less competition. The sellers have also lost their livelihood. 


The eviction of Dili’s street vendors and vegetable markets also follows the removal of the popular ‘fish on a stick’ beach barbeque from its convenient location in front of the Beach Garden hotel to a much quieter and out-of-the-way location in Bebonuk (where the carvers have also been relocated to). 


On a Sunday morning quiet enough to take the risk, a young man selling fish by the sea told Humans of Dili that ‘civil security’ had told the fish sellers they could not sell in the streets anymore because they made it too dirty.


“When we sell things, people come and tell us we can’t. Civil security want to clean the street. I feel a bit sad because my life is bad.”


In a country that produces little other than coffee and has high rates of unemployment and poverty, why take away the ability of people to have a go at making a livelihood? 


Are the authorities concerned about hygiene and public safety or merely about how Dili looks? 


The fact that the removal of street vendors coincided with the government’s preparation for the conference of CPLP (The Community of Portuguese Language Countries), which included installing gardens and filling in pot holes, seems to suggest that indeed the wish to ‘clean’  street vendors out of the streets is a superficial attempt at making Dili look nice. 


In reality the fish sellers, and other vendors, contribute to Dili’s beauty and help foster the city’s charm and unique character. They are not only an endearing sight on the seaside streets of Dili, indeed they provide a valuable and convenient service to people who want to pick up fresh, cheap fish on their way home for lunch, dinner or for their weekend barbeque. 


Indeed it is also an endearing site to see a car driving down Beach Road with a bunch of fresh fish tied to the side mirror using tali dikin (string made from palm leaves), ensuring the car doesn’t get overcome with fish fumes. 


Not only does buying fish from a street vendor put more money in local pockets, particularly the pockets of those who need it most, it is also much more environmentally sustainable. 


Now Dili residents are expected to purchase their fish frozen from a supermarket freezer, wrapped in plastic packaging, and probably imported from some much larger economy like Singapore or Indonesia. 


It’s now almost impossible to buy a bottle of water, a small snack, or a packet of cigarettes in the streets of Dili. 


Tiga rodas, who used to sell cold drinks, small snacks, cigarettes, and pulsa (phone credit) by the road side are also being excluded from the Dili economy, at great benefit to the supermarkets or more wealthy shop owners of Dili. 


Countless times I have searched the streets looking for a tiga roda to buy an everyday item but had to give up and go to a supermarket. This is less convenient, more expensive and contributing to the trend in Timor-Leste where the rich get richer and the poor don’t really benefit from all the development that’s obviously going on. 


I have a car. What about people who can’t afford their own transport? 


One young man who uses his tiga roda to send his four younger siblings to school told Humans of Dili, “The government said we can’t sell in the street. Now if you want to sell, you have to sell from private property.


I have to sell like this, because I have to send my younger brothers and sisters to school. I have to help them buy small things like books.” 


So the fifty cents spent on a bottle of water can help this young man send his younger siblings to school, so they have a chance at a better life than his, or they can be bought from a shop located on private property, such as an Indonesian or Australian owned restaurant or one of the three major supermarkets. It’s clear which option the government prefers. 


If the concern is really hygiene and public health is there a better option that just eviction? Can Dili keep its charm and unique character while staying clean? How about installing more public restrooms and rubbish facilities in central locations? 


I am not an expert on economics or public health but think there needs to be more public conversation about this issue and perhaps a better solution. I have a background in public relations, a disicpline which focuses on trying make decisions which are beneficial to all parties involved. 


Rather than just alienating ema ki’ak (small people) from the local economy, enlarging markets for imported products, and boosting the pockets of foreigners and elites, can possiblities for more a mutually benificial solution? 


Humans of Dili has never been about politics or advocacy. It is only about sharing beautiful photos of ordinary people in Timor-Leste who normally don’t have a voice in the media. It has never been an aim of mine to make political statements. However, the reason I have submit this opinion piece to Tempo Semanal is because I feel the voice of the street vendors has not been listened to at all in this decision which very negatively impacts their lives. This article is just an attempt to give them a voice.

Dili, Tempo Semanal- In a press statement issued by East Timor Government spokesperson Agio Pereira announced That, “the Indonesian national airline Garuda is set to commence daily flights from Denpasar to Dili in October. 


Currently there is only Sriwijaya air monopoly daily flight from Denpasar to Dili and always packed with passangers after Indonesia Merpati bankrupt last few months ago. 


During the last official visit as a president to East Timor in mid August this year Susilo Bambang Yudhoyono and East Timor Prime Minister witness the signed of a MOU  in government palace between the CEO Garuda and Timor Air’s director.
