National Seed System set for success

Publika iha Nasional

By Tahlia Sarv and Caitlin Taylor

The program to kick start the National Seed System is on track, as a sixteen-year initiative enters its final stage, says the Australian Team Leader for Seeds for Life.

The 2014-15 crop season saw 170 ton of maize produced, which is now available to be purchased by the Ministry of Agriculture and Fisheries, according to a report delivered to the Minister of Agriculture on Wednesday.

Meanwhile the season also saw the production of 130 ton of rice and 19 ton of peanut, which can also be bought.

The agricultural aid program Seeds for Life, partly funded by the Australian Government aims to improve food security in Timor-Leste, through increasing the yield of certain crop varieties.

The program, which is currently in its third and final phase, will next year transition to allow local Timorese to oversee its continuation.

Australian team leader John Dalton says this will allow Timorese farmers to better understand the value of higher yielding seed varieties.

“The next program is looking very much at value change and getting money into farmers pockets as well as more food and better food, more diverse nutrition,” Mr Dalton said.

“We’ve been working hard in our last couple of years to strengthen each municipal seed system, so they are more than capable of providing the seed they need themselves, with their own commercial and community seed groups.”

The organisation aims to ensure community seed production groups are able to produce quality seeds with minimal support from extension officers.

On average farmers estimate a 57% yield increase using improved varieties of twelve different crops compared with other varieties, including peanut, rice, maize and sweet potato.

Mr Dalton is optimistic the past three phases of research, and both staff and farmer training, will ensure a strong base for ongoing crop growth.

“I guess we’ve been fortunate in standing on the shoulders of the ones that went before, the good research and we’ve developed very strong relationships within the ministry,” he said.

“Over the years we've built up a lot of skills with people who are working in the ministry and they’re now running things pretty much.

“It’s probably a good example of the fact that good development takes time.”

Permits are now being issued to 68 registered commercial seed producers that have applied to grow commercial seed of maize, rice and peanut in the coming cropping season.

Meanwhile an international conference is scheduled for April next year to assess Seeds of Life’s work over the past sixteen years.

The challenge now facing authorities and farmers alike is the looming threat of El Niño, which will see Seeds for Life increase areas allocated to crop growth by 25-50%, to ensure sufficient seed is produced over the wet season.
